SeaPort-e Team Members

PhoenixSoft's workforce is comprised of seasoned managers and senior-level engineers.  The executive management team consists of Warren Mattingly, President; Paul Amick, Executive Vice President; and Andy King, Chief Technology Officer.  These team members will directly oversee the performance and execution of projects associated with this important contract. The executive team is supported by Tim Knight, Comptroller, and his finance team. Reporting to the executive team are the chief engineers, project manager and the quality assurance manager.

Functional area projects will be led by a chief engineer with a minimum of 25 years experience in the related field. Chief engineers will be supported by senior engineers who all have a minimum of 15 years of field experience. Additional personnel will be assigned as task order needs dictate.

Project manager Brayton Fisher, with 21 years experience as a project manager, will work closely with the chief engineers and Ian Rudell, our Senior Quality Assurance Manager. Mr. Fisher will be responsible for ensuring projects deliver the functionality, quality and are on-time and on-budget.

PhoenixSoft commits all key personnel for the life of the contract to ensure consistency in the management and delivery of task orders. The PhoenixSoft SeaPort-e project team will be composed of executive management and technical engineers supported by administrative, quality control, finance and customer support personnel.

Some noteworthy team qualifications include:

  • We have three professional registered engineers on staff in the system engineering and process engineering disciplines. Our engineers support the design, integration and interface of the systems that create our advanced solutions.

  • Our experienced and educated software engineering workforce consists of seven software engineers and six network support engineers. All software and network support engineers hold advanced degrees in computer science. PhoenixSoft has extensive skills and experience in setting up and managing IP networks, as evidenced by our ability to retain a satisfied customer base.

  • PhoenixSoft's SeaPort-e personnel have an average of 20+ years of experience and have been with the company an average of 11+ years.

Chief Software Engineer, PhoenixSoft, Phoenix, Arizona

  • Re-designed the switch interface layer that interfaced to the Excel matrix switch.  This included using the low level telecommunication protocols to allow advance switching as well as adding support for multiple nodes to increase capacity from 2000 to 14000 channels.

  • Work with suppliers to help identify and fix issue within their products.

  • Designed and implemented PhoenixSoft’s interface to the Radvision SIP/RTP stack.

  • Re-wrote the RTP stack to increase the efficiency by three times. 

  • Designed a distributed memory model that is used to synchronize state information between two servers.  This is used to provide HA within the application.

Development Engineer/Manager, Telemedia, Auckland, New Zealand

  • Was responsible for the design and implementation of the interface to the Excel matrix switch.  This required knowledge of DTMF, MFR1, MFR2, ISDN, and ISUP protocols.

  • Redesign of the entire application to use an objected model.

  • Promoted to Development Manager and was responsible for managing 15 developers. During this time I designed and implemented the development lifecycle that was used to manage development.

  • Initially worked as a junior developer but quickly advanced to handling the design and implementation of core components within the product.

  • Designed and implemented a state engine that was used in the development of Telvox’s proprietary SS7 stack.

  • Was responsible for developing the test applications that were used to test the CAS, and SS7 stacks.

  • Chief engineer architect for the billing and switching application database (approximately 500 tables, including reference tables).  Created the IVR Call Control program.  Implemented the Java versions of the IVR, call rating, and call routing programs.

  • Continued support of enhancements and development for the server-side Java implementation and database design.

  • Designed the database and application for a new student information system at City College of San Francisco, running on HP UNIX servers.

  • Managed the installation of the Honeywell Distributed Manufacturing System, which ran on the Honeywell DPS6 minicomputer, to sites in the United States.

  • Rewrote the Material and Capacity Requirements Planning COBOL programs, used for just-in-time manufacturing, reducing run times by 75%, and improving stability.
