SeaPort-e Experience

PhoenixSoft specializes in providing custom software engineering and development for telephony systems. Since 1985, we have been designing low-cost telecommunication solutions for IP networks around the world.

Throughout our long history we have created simpler, more efficient network architectures. Our solutions will allow the Navy to preserve the investments in existing network technologies while enhancing network capability and enabling access to integrate low-cost, feature-rich IP applications in a variety of network configurations.

With in-house breadth and depth of technical talent, PhoenixSoft can manage a vast range of projects.  We offer an experienced and educated workforce consisting of sixteen engineers.  Our engineering staff includes three professional registered engineers, seven software engineers and six support engineers.  All of our software and network support engineers hold advanced degrees in computer science. 

In addition, the average engineer has over ten years experience in their respective field, several with more than 25 years. Our engineers can create or adapt any telephony system with our technology to meet the Navy’s emerging communications needs and requirements while reducing costs. 

Past Performance

PhoenixSoft offers a successful track record with over 200 clients in 18 countries.  In every project, we established proven planning, tracking and oversight procedures.  We are well positioned to incorporate the performance standards set within the Navy's QASP plan.

SPAWAR San Diego (Ongoing)

After performing in-depth market research, SPAWAR San Diego contacted PhoenixSoft regarding our system and software engineering capabilities. They strongly suggested we submit a proposal for SeaPort-e to make our engineering services available to all Seaport-e ordering entities.

PhoenixSoft follows a defense-in-depth approach to designing and implementing information security for systems. We have planned and are currently mitigating vulnerabilities in the Internet Protocol Telephone system at SPAWAR San Diego.

Description of Work Performed:

Iridium Communications Inc. is a satellite communications company that offers global voice and data communications coverage and supports mission-critical activities through reliable, near real-time, communications services. Iridium provides service to subscribers from the U.S. Department of Defense, as well as other civil and government agencies around the world. 

PhoenixSoft was selected to expand the available features and capabilities of new and existing Iridium subscriber equipment.  These new features provided for multiple payment options while at the same time providing for control of calling patterns, expense liability and operational cost reductions. 

Relevance to Functional Areas:

PhoenixSoft worked collaboratively with Iridium to develop an extensive needs assessment which was compiled from relevant design and engineering reviews. We worked with the company’s program managers to finalize call flows, system interoperability and signaling requirements.  Our team applied and managed engineering and information technology capabilities to the technical project including the planning, designing, coding, testing, integrating, identifying algorithms, and executing the project per CMM Level 3.

Methodologies, tools and technologies include, but are not limited to, Windows 2003/2008, Redhat Linux 5/6, Sun Solaris, HA Clustering (both Windows and Linux), MS SQL, MySQL, Oracle, Eclipse IDE, .NET, C#, Oracle Java, GNU C++, MS Visual Studio, ERWin, IPSec, Cisco Routers/Switches, Brocade Switches, SBC, SIP/RTP, SMNP, Intel Servers/Blades (including Dell, HP, IMB), EqualLogic SAN. In addition, IPSec was used to provide secure networking and privacy.

All personnel involved in the project received all content for comment and review.  In addition, an external peer-review was conducted once core material had been developed. All functionality of PhoenixSoft deliverables were subject to a functional acceptance test.  This test was created to ensure the development specifications were complied within the final product delivery.  Iridium Communications participated in all aspects of the performance review and final acceptance test. This project was completed on-time and on-budget.

Description of Work Performed:

Securus Technologies provides leading communications solutions for the corrections industry. Specifically, they install and centrally manage state-of-the-art call management and communications systems for use by correctional facilities.  Headquartered in Dallas, Texas, Securus serves approximately 2,200 correctional facilities in 44 states and over 850,000 inmates nationwide. 

PhoenixSoft was selected to expand the available features and capabilities of Securus services and complement existing infrastructure.  These new features provided call control functionalities for the inmate prepaid services products while at the same time acting as the primary billing solution corporate-wide.

Relevance to Functional Areas:

Our team developed VoIP software solutions for an array of different devices. These solutions ranged from simple desk phones with minimal features to very high-end phones with numerous hardware and software features. In addition, we designed gateways that interfaced with packet networks and/or the PSTN. With the flexibility to work within any Legacy, TDM or VoIP environment, the Phoenixsoft designed Cirrus Softswitch IP-enabled the existing Securus TDM network to add Class 5 advanced functionality while reducing overall costs.  The solution also created a simpler, more efficient network architecture while allowing the Securus network SIP devices to access the platform's enhanced features.

Network Operations

Securus Technologies, Inc.

This combination of languages provided an easy-to-use application interface, yet maintained the required level of reliability and performance.   The GUI application runs in any Windows '98/2000 or NT environment.  The database server runs under Windows NT or UNIX.  The CMS Billing System modules provided Securus with call rating and tariffing, customer care, provisioning, accounts receivable and work order/trouble ticket processing. In addition, we provided export capability to their general ledger and financial packages.

PhoenixSoft followed the Project Management Institute’s (PMI) project stages – Initiate and Plan, Execute, Monitor and Control, Report and Close-out to ensure we delivered all services to meet Securus’s expectations. All functionality of PhoenixSoft software and hardware applications and billing products were subject to a functional acceptance test.  This test ensured the development specifications were complied within the final product delivery.  Securus personnel participated in all aspects of the performance review and final acceptance test. This project was completed on-time and came in at budget target.

Description of Work Performed:

Inmarsat (originally Stratos Offshore Services Co.) provides communications services for Maritime, Department of Defense and offshore oil facilities where terrestrial networks cannot.  PhoenixSoft was selected to expand the available features and capabilities of new and existing Inmarsat subscriber equipment.  These new features provided for prepaid service options while at the same time providing for control of calling patterns and reduction of operational costs. 

Relevance to Functional Areas:

PhoenixSoft managed an Integrated Product Team to develop system requirements documentation, as well as organize and design technical specifications to develop a turn-key web-based solution for distribution, activation and management of PIN-less prepaid products. Phoenixsoft worked collaboratively with Inmarsat to develop an extensive needs assessment which was compiled from relevant design and engineering reviews. We collaborated with the Inmarsat program managers to finalize call flows, system interoperability and signaling requirements.
